Napolean quote

Found this in The Undercover Economist - "Never ascribe to conspiracy that which is adequately explained by incompetence"

It looks like, while doing a post-mortem (of anything), we should first be looking at 'incompetence/they don't know better' as the culprit and then have 'conspiracy' as the second option instead of jumping to the conclusion that 'it' was deliberate/conspired.
